IAML Welcomes Russian Hague Delegation

The IAML European Chapter will be hosting an evening reception on Tuesday 21st June to welcome a delegation from Russia who will be in London to evaluate the possible ratification of the following two conventions and their related practical implications:

Convention on the Civil Aspects of International Child Abduction (The Hague, 25th October 1980);

Convention on Jurisdiction, Applicable Law, Recognition, Enforcement and Corporation in respect of Parental Responsibility and measures for the protection of children (The Hague, 19th October 1996).

This visit is part of the Russian Federation's objective to strengthen the rule of law in the Russian Federation through the optimisation of mechanisms of international and intergovernmental corporation.

The study of European experience in implementing these two conventions is one of the major components of this project and will serve further to guide Russian policy after ratification. Fact-finding missions have been selected as a way to provide insights for representatives of the Russian authorities who will deal directly with the questions of implementation once the conventions are ratified.

The Russian authorities will be visiting the State Agencies that are responsible for implementation issues and which directly handle convention norms. Through this, the Russian participants from the Russian Presidential Administration and Ministries of the Russian Federation will have the opportunity to familiarise themselves with the practice and results of the conventions' application and the effectiveness of implementation. Such exchange missions are also crucial towards establishing intergovernmental trust and coordination.

IAML European Chapter Fellows are invited to meet with the Russian delegation which will be led by Mr Sergey Pchelintsey, Deputy Head, State Legal Directorate of the President of the Russian Federation. The Russian delegation have expressed their enthusiasm for the opportunity to meet with English solicitors and other stakeholders who handle abduction cases in Great Britain and who are able to represent the foreign left behind parent before the British courts, together with other professionals involved in international children issues.
